OPRAS: A REQUIREMENT WITHOUT OPTION IN THE PUBLIC SERVICE

An Open Performance Review and Appraisal System (OPRAS) workshop was conducted at ARI-Tumbi by Dr M.E. Shayo and Mr. M. Ndungi from MAFS & Cooperatives HQ Dar es salaam. The event took place from 16th to 17th January 2006 with participants of various cadres from Tumbi, Western zone irrigation office, Crop protection department (Shinyanga), just to mention a few. The main agenda was to introduce the OPRAS which is supposed to be implemented effectively from January 2006.

OPRAS has resulted from Public Service Reform Programme (PSRP). It is laid on three important pillars namely; Medium Term Strategic Plan (MTSP), Medium Term Expenditure Framework (MTEF) and Client Service Charter (CSC).

The system refers to the way of evaluating performance of government employees transparently. It is an integrated system for building shared vision, understanding and agreement about the results to be achieved and review of activities for continuous improvement in standards of service delivery.

To practice the OPRAS, special forms need to be filled. These forms help both supervisors and subordinates to hold open and transparent dialogue on what they are required to do in their organisation /institution. The forms replace all other appraisal forms in public service institutions for assessing individual/employee performance throughout the year. They are designed to meet the requirements for continuously improving performance in all public service and are intended to cover a fiscal year July 1st to June 30th. The application of OPRAS is believed to improve quality of the public services in Tanzania.
