DO WE REALLY NEED MKUKUTA AND MKURABITA?

Tanzania Parliamentary assembly is still discussing and approving ministerial budgets for the fiscal year 2006/2007. Almost every budget speech contains plans on how to implement Mkukuta and Mkurabita. Some plans are said to be good while others termed as poor, manipulative, biased, etc. The latest approved budget comes from the Ministry of Agriculture, Food Security and Cooperatives. This budget was said to be well prepared and the plans are very good. However, one Hon. Member of Parliament questioned whether these strategies are boats safe enough to ferry us from the coast of extreme poverty to the better one. To me, the importance of Mkurabita and Mkukuta is a function of time. Implementation of the plans is time bound and good impacts results from good plans plus good implementation.
